Today’s consumer product companies face atremendous task of bringing newer, better products into the market within amuch shorter time frame.

A successful market entry strategy often in corporates complex configuration of consumer trend analysis, scientificknow-how, efficiency in product development and supply chain management. It isalso essential to factor in regulatory feasibility analysis early in the gameto avoid unexpected, last-minute delay in product launch.

Europe and China are key players, with some specific requirements.

In Europe, under the EU Commission, Regulation (EC) No. 1223/2009 is the key European legislation governing finished cosmetics products. The European Union’s framework of chemical and cosmetics regulations are binding on all Member States Regulations and are enforced at the national level.

In China, the Cosmetic Supervision and Administration Regulation (CSAR) supported by the subsidiary regulations represent an overhaul of the way cosmetic products are regulated. Cosmetics Regulations are supervised by the National Medical Products Administration (NMPA), which is under the governance of the State Administration for Market Regulation (SAMR). At provincial level and under NMPA, there are Medical Products Administrations (MPAs), with specific responsibilities and duties.
